You have two possible assignments:
Option 1: Presidential Debate and Government Effectiveness
Write a two page summary of the issues raised during the debate. Discuss your opinion on which proposal or topic seem to be the MOST effective and discuss your reasons for feeling this way. Also, discuss which proposal or topic seems to be the LEAST effective and discuss your reasons for feeling this way.
There is no right or wrong answer to the proposal or topic you pick and your grade is solely based upon the level of detail and analysis of your review. Politics will not be considered or part of any scoring.
Option 2: Case Study Memo
Your assignment is to pick one of the following case studies and follow the instructions for that specific case. Research the topic of the case study using your text book and any other relevant research. Draft a memo addressing the each item listed. Upload your completed memo to Canvas. The body of the memo must be a minimum of TWO (2) pages.

Case Study 1: New York City’s 311 Call System
In 2002 Mayor Bloomberg introduced a call system to track citizens’ complaints and concerns. The system allowed citizens to report potholes that needed to be filled, neighborhoods that needed policing, and other issues. Citizen use of the system led the city to realize that it needed to develop a new system of responding to complaints, because many of the reported problems crossed the boundaries of various city departments. The system was later expanded to allow citizens to submit concerns using the Internet and text messaging.
Memo:
You work for the City of Boston and have been asked to evaluate the New York City 311 Call system, as your boss would like to implement a similar program in Boston. Prepare a memorandum describing how the system works and analyzing its success while considering the following:
What system was previously used to discover areas of concern for citizens of New York?
How is the 311 call system innovative? How has it been adapted to remain relevant and useful?
What other innovation strategies were used in conjunction with this program? How did these strategies enhance the already successful program?
How might you ensure that a similar system has similar success in Boston? How would the new system be advertised to citizens?
Would the program originally be implemented as a pilot program? What agency would be responsible for processing the information gathered using the system?

Case Study 2: BP Federal Contracts
Following the aftermath of the BP oil spill in 2010, the dismantling of the Minerals Management Service, and the charges against BP officials for misconduct—including counts of manslaughter—the U.S. EPA suspended further contracts for drilling. In late 2012, the EPA temporarily barred BP from oil leases until BP could provide sufficient evidence that the company meets federal business standards.
Memo:
You work for the EPA and have been tasked with reassessing the qualifications for oil leases, based on this event. You are expected to provide a strategy for reevaluating these contracts. As you prepare it, consider the following questions:
What caused the failure of the lease with BP? How could this failure have been avoided?
How should BP or any other lessee be evaluated following a spill? Should the evaluation be based on the severity of the spill? Explain.
What, if anything, should be changed about how leases are evaluated prior to signing an agreement? Explain your reasoning.
Who will evaluate the contracts? Is an outside audit necessary? Why or why not?

Case Study 3: Emergency Response Information in NYC
Following 9/11, NYC agencies worked together to create SOPs for communication during times of emergency. Since then, NYC has faced two disastrous weather events—Hurricanes Irene and Sandy—during which communication through social media, text message updates, and webcasts of press conferences was essential to communicating updates on important services and volunteer needs. Additionally, the NYC Media Office has taken stock of areas that are underserved with internet, computer, and smartphone technology access through their Digital Roadmap: Process and Innovation.
Memo:
You work for the NYC Digital Office and have been tasked with creating a plan for improving technology access specifically for times of emergency response. You are expected to provide a strategy for ensuring that areas with low access to technology are able to receive important updates. Your plan should consider the following questions:
How can NYC Digital Office work with the Office of Emergency Management and other key groups like ConEdison, to ensure that updates reach hard-hit areas?
Should emergency response include internet access in order to provide emergency communication to hard-hit areas? Why or why not?
How does your strategy ensure that areas with lower levels of access to technology are included?
Which agency will finance and manage this plan?

Case Study 4: Sizing E-Government
At all levels of government, agencies are increasingly using e-government to expedite their services and remove inefficiencies. They are also shifting their services to appeal to their customers, who increasingly use the Internet to accomplish tasks. The City of New York has integrated many forms of e-government, soliciting feedback through social media campaigns like Change By Us and providing services like 311 online. The goals of e-government include maximizing efficiency, resources, and access.
Memo:
You work for the city of your choice in the Digital Office. You have been asked to evaluate the City of New York’s integration of e-services and make a recommendation for your city to implement one major addition to their internet based offerings. Consider the following:
What does your city currently offer online? Do these offerings gain efficiencies over in-person services?
What services could be implemented to increase efficiency?
How will the affected agencies support these services? Will the managers need to be retrained? How will the agencies ensure that personnel will be available for situations that necessitate personal interaction?
How can free resources like social media be maximized to garner input and feedback from the public?
What are the risks with switching to an internet-based system from the current system? How will the agency mitigate these risks?
